After over a year of research, Jason Leopold, Truthout’s Deputy Managing Editor, and psychologist Jeffrey Kaye, compiled a track record of the development of human experimentation in the Bush administration’s Torture Program.

The compiled documents point to the fact that the Bush-era torture program gave continuation to work in the field of human experimentation that the US took over from the Nazis, and also involved the complicity of senior officials, who pretended that the program was designed to prevent future terrorist attacks.

In interview with a former Pentagon official, who worked closely with the USA Department of Defence’s ex-general counsel William Haynes, the official said that in 2002, Deputy Defense Secretary Paul Wolfowitz loosened rules against human experimentation, apparently in recognition of legal problems regarding strategies to be used for extracting and evaluating information in the "War on Terror".

Wolfowitz issued directives to provided legal cover for a top-secret Special Access Program which experimented on ways to glean information from unwilling subjects and to achieve “deception detection.”
